In an historic vote the US House of Representatives has voted to pass a bill which would decriminalize marijuana at the federal level. However, the Senate is not expected to reciprocate. The bill includes a 5% federal tax and would expunge certain criminal records. The bill also allocates the taxes to provide relief to communities most hurt by the war on drugs.
